可能DNS解析有问题
可以察看一下电脑里hosts文件里有没有被篡改过. (路径:C:\Windows\System32\drivers\etc\hosts)


当然你也可以自己手工附上DNS解析的服务器地址  61.177.7.1


还有一种可能就是你的ISP 服务提供商自身的域名解析有问题.  这个需要和电信或者网通那边确认, 打客服电话吧
也可以找同一地区的朋友问问,看他们上网有没有问题.

你的这个文件是被改过的, 我用WIN7, 未改过的应该是:

这个文件里，一般是没什么需要写的, 仅仅是你有特殊的网站解析有问题才需要在这里写上内容. 怎么写我就先不说了。

但看了你的内容,
从#开头的前面几行都可以省略,  系统会把这些内容过滤, 只有不带#的行才会被系统执行.
但第一行可以保留,  127.0.0.1  localhost,  在网络上， 可以本地(localhost) 指定为 127.0.0.1 这个地址,同样我们也可以用这个地址当做一个网络问题判断的方面.

你之所以可以打开SIS, 我想可能是你的SIS地址是用IP地址来保存的，这样就不需要DNS解析了, 所以不受影响.

把host文件清理一下, 系统重起, 看是否能打开网站.    如果这个文件又被篡改, 建议先杀毒.

不过看你的hosts文件, 应该还好.
看着加的这么多内容和那个说明， 你是不是用了什么优化的系统,还是用了什么优化软件了?
检查一下你的防火墙设置, 也许防火墙的DNS解析做了太严格的设定.

另: 也可以用nslookup来检测DNS解析.   开始-->运行-->nslookup
